You are correct, Spain does not give out Foreigner Identity Cards, just a piece of paper with your NIE number. When I went to do my foreigner card, the lady told me that I do not need it because I am an EU resident.
Do what you want to do...... don't preach!

Exactly. This is worrying. You could carry your passport, everyone (begrudgingly) accepts that, but who wants to do that?
