Just came across a web page about Spanish classes offered by Madrid council for immigrants (it says emigrants, but that must be a mistake).

you need to put your name down in the first 2 weeks of September, and the course is from October to June.

No idea what level they are, or what happens if someone isn�t legal (you�d certainly need to be empadronado, I expect, as usual to be able to use municipal services).
