"shit outa luck" i guess would be a good answer  seriously though, could one not just tell them that they are abroad travelling or living abroad for an extended period of time. after all, you could feasably be living in a european country for 3 months on the tourist allotment and then just go to another country and do the same. how would they know what country you are in? there is nothing illegal about travelling the world and country hopping. but i do understand your question, what are a u.s. citizens legal obligations in that situation? would one have to return to the u.s.? saludom, jer...
