I am wondering if it is possible for an expat to get a library card to any public library in Madrid. I've tried to search the web but all the libraries seem to be tied to Universities or are restricted to researchers.
I've heard it's possible but am not having any luck.
Ya know, one day I hope to be able to aanswer questions for other people. Dare to dream!

Both the Comunidad de Madrid (Madrid province) and the Ayuntamiento de Madrid (City government) run a network of public libraries which are open to everyone. To get a library card all they asked me for was a passport, so yes, they're open to expats. Of course it's free. The munimadrid.es website has a complete listing of the Ayuntamiento libraries; the one I go to is on the little street Calle Felipe el Hermoso just behind the Iglesia metro stop. The Centro Cultural Conde Duque on Conde Duque 9 has several specialized libraries in the complex, one of which is great for general fiction, history, and travel guides. Hope this helps.
