Hey sally b, long time no hear.
Well, no literal translation that makes any sense but you are right, it basically means "you wish!.
Example...
� Eva: �Juan, que haces esta noche? (Juan, what are you doing tonight?).
� Juan: Irme a tu casa ya que tus padres no est�n :l: (I'm going to your house since your parents are not home).
� Eva: �Ya quisieras! (You wish!).
