proximo, I've lived in a blank neighborhood of NYC for the past 9 years and was the ONLY white person in my high school graduating class and I have NEVER heard ANYONE say the world "gully" meaning "phat." And if you're tanslating for people in Miami (which I'm presuming since you're asking about a slang word that nobody says outside of Miami), it would probably be better to ask on a site where Cubans will answer you since the slang there is very different from the slang in Spain.
