To me, it means the capability of managing the sourcing process inside an organization. The ability to find solutions or improve streamlines in the sourcing process. This mainly will be applied to purchasing and supply chains managers (that's me).
A lot of time is usually lost in a purchasing dept, between the stage where they decide to purchase a certain product/item, they choose the manufacture/ distributor, set up timings for production, calculate the total cost of the purchase, and get the goods delivered to the desired spot. You can easily spend 20-30 or 60-90 days in one process.
What companies want to do is, accelerate all the processes in order to be more efficient. If it takes you one week to source for the right manufacture, they want it done in two days, if it takes you two or three days to close a deal, they want it done in 24hours, if production is 30 days, they say they need it 20 days....catch the meaning now...
someone who has sourcing expertise, is someone or thing, that has the knowledge of, how or what, has or makes a certain item/product/service, and instantly gets the job done, whiles others might have to spend large amounts of time "sourcing" or has to build up a partnership with a factory/ distributor in order to get their targets.

Dang Albert, I'm impressed!!!  If I hadn't spent 8 months on a General Electric Power Systems e-Sourcing project I would have had no idea what Nanny was asking. Glad you answered before me.  Hey, Nanny, I thought you taught only kids. Do you have Alex P. Keaton as a student?  jar
