a few positive things will come out of this move however. the tower of the palacio de comunicaciones will be turned into a "mirador" (lookout) for public use to get a birdseye view of that part of madrid (

Candela, not sure who told ya it would be closed to the public since actually, a large part of it will be public. there will be space for exhibits where the people of and in madrid can go freely. there will also be auditoriums, etc... for concerts and such.
the old chappel of the palacio may also be used in the future for civil weddings (maybe some of you mm-ers will take advantage of that
