There are quite a few mentions of the wearing (or better said, "non-wearing") of shorts in Spain.
Women (and most men) do not wear shorts here, especially to go out.
Sometimes you will see some women wearing shorts in July or August but only when they are on vacation at their summer vacation spots.
The Spaniards are very fashion conscious, often to the point of giving up comfort and practicality for the "look".

... and she is 1,000% CORRECT.
Personally, I wear shorts just about every day from mid-may through mid September. I am always hot, even in January. It is my particular physionomy that cuases me to overheat, even in winter so I prefer comfort over fashion ANY DAY!!!
Just call me a big old tourist!!!
