Just got back from three great weeks in Madrid. Stayed in an apartment without air conditioning. Ok, it wasn't Madrid City, but Madrid province. We stayed in Guadarrama (town). Highs mostly mid 20s, 30-32 on a couple of days when it was 38-40 in the City. Lows in the mid-teens. Covers required to sleep most nights. We drove to Chamartin station, parked and took the Metro. Great alternative to staying in the City if you have the time. We were close to Segovia, Avila, the Roman road accross the mountains, etc. No other tourists, great pastry shops, decent restaurants, even Pizza delivery. Highly recommended!

Being a city rat myself (from NY and now living in Madrid), I never thought of the possible alternative of staying outside the city but I am glad it was great, perhaps more will follow in your "huellas" ("footsteps").
As you said, I guess in the end it all depends on the amount of time you have. Three weeks is a great trip.
The hot summer just returned to Madrid and Spain after a week of very cool temparatures. As for the no air conditioning, I am 52 weeks a year without it myself here in the Plaza, jejeje. Actually, it is not necessary since a few good fans do the trick.

We stay in Pinto. A short train ride, and a trip on the subway, and we are anywhere we want to be in Madrid, and don't have to fight to find a place to park a car.
As for food, we have found that it's great in the smaller towns as well. Also, a bit cheaper than Madrid itself.
Our walks to our favorite courtyard cafe, and the evening coffee or beer is all part of the enjoyment. We wouldn't trade it for a busy area, or the bustle of nightlife for anything.
