Some would say you gotta have a death wish to blade in the streets  I, however, MOUNTAIN BIKE around and if you go slow and take it easy it is cool. It is tough to compete with all the traffic and Madrid is such a bicycle unfriendly city (people are trying to change all that with bike lanes and such). The Retiro Park on the other hand is awesome for biking and blading. They even have a looooong and very wide paved area where during the warmer months one can find loads of roller bladers hanging out, they even set up cones (more like cans) and do slalom  Enjoy, jer...
